When he came up for air, I put the optic amulet on him but couldn't see him when he re-burrowed.

Are you sure that he didn't Tunnel instead of Pitfall? Tunnel when used above ground uses the same animation, but moves Skittel immediately after finishing the burrow animation. I am fairly certain that Optic Amulet works on Skittel because I have used it in such case before.
I'm waiting... So far, Optic Amulet is the most elegant approach to the 'issue' (if it can even be called one) that there is. And I put optic on him more than once.
