How about this:
Ruin Upgrade
Costs X faction.
For the next Y minutes Treb attacks will Ruin units for Z seconds.
With Maim and Cripple too.
Well, even if it wouldn't work this way, having one permanent upgrade for each condition would be lame.
It should last like 4-5 minutes or so, then wear off.
Also, the Treb could possibly give assist to the buying player when it hits an enemy hero with a condition. That would be nice.
Or even be boosted by the items you buy!

I think trebs were initially given conditions to make spells that are useless without conditions more useful ( epidemic, wheel, exuro's passive;... etc ) but somewhat failed because, oh yeah, it's random. /doh

The trebs seem fine with me, although as an added level of realism, they should fire a tad slower (slightly longer cooldown). I like the random factor of it, it can really level the playing field. Like if you're an Order hero like Parhelios behind chased by Caliga, I like the idea that a gigantic boulder can either hit you (WTF rigged) or Caliga (OMFG got away).

I vote for it's nonexistence.
Having it around feels like having a 1% critical strike that either ruins, maims, or cripples someone on attack. That's just as high chance as the trebs can hit anything worthwhile.
