DoE is dynamic o the point where it's foolish to tell someone what they "should" buy or "should" level or "should" use. It is also simple to the point where a guide that focuses on what a player "should" do would be ridiculously short.
The kind of guide I would encourage is more like a hero encyclopedia of different nuances of the hero that not all people might know. There is a huge difference between;
"you should have 5 scarabs by now" and;
"blackice scarabs grant a large amount of mana and reduce ruin durations. This makes the drawback of mirage less prominent, and the additional mana, especially if stacked, can greatly increase survivability.
A guide should also not say things that are a matter of circumstance or are too obvious, like;
"this spell should be used in this situation"
Instead, spell coverage should go over important details that might not be easily understood, have data on spells that are some what inconsistent (the things that pitfall makes skittel immune to), and the like.

I'm not against having a forum for this, nor am I pro forum for this.
(I stated previously I am biased against Hero Guides and just the guides themself)
If you want it, same rules apply; At least for me to make it.

I'm sure there was a section for this on the old forums, and besides, I don't see how you could remotely be against guides. EDIT: But then again, we could make some sort of DoEWIKI. Now THAT would be an amazing idea. I'd definitely be more interested into working on this than simply making orde... I mean, guides.

The way you play is extremely dependant on:
1 - which heroes you're facing
2 - who's playing these heroes
Which kinda discards the idea of static guides.
Plus, guides are useful for people who are trying to get a grasp of the game, aka new players, and they won't want to go to some site -> some forum -> some thread in particular -> some 2 pages guide for some hero in particular
Good guides are not guides but general guidelines, the ones that you can find in the "Quests" Section (F## something) or while "hero-picking". The kind of "guidelines" which explains in 3-4 lines the Pro/Cons of the hero
Example :
"Pro - X is a hero killer who excels at singling units 1 by 1 [...] (Add 1-2 more lines)
Cons - X is relatively weak while facing multiple ennemies and has no pushing abilities whatsoever [...] (Add 1-2 more lines)"

Well, for the "qualities of a good player", I'd say that adaptation, planning and intuition > details. =D
The fact that the the "guide" is instead a brief "guideline" doesn't make it random though, and both guides/guidelines could help players. But since your suggestion came in the form of a "I've seen alot of people saying "What do I do?" " [...], I do think easily accessible guidelines would be more efficient

Good guides, but still, the beauty of the heroes is that they evolve differently each time cause different players control them. So if you put strict rules on how to evolve them they wont be so fun no more. Yet guides could prove very useful if are made in a non-limit way.

Believe it or not I think guides are a dumb idea
This isnt dota or AoM, the heroes are simple enough that with experiance practice and intelligence you dont NEED anything like that
