Story.

Level 1 Skill:
Tribulation

• Active ability.
  Afflicts a random condition to the target unit. If the target unit is already afflicted with conditions then they are extended by X seconds.

Level 1 Skill:
Oscillation

• Active ability.
  All units within X radius of Tion are maimed for their next Y attacks.

Level 1 Skill:
Confabulation

• Active ability.
  Mutes a single target for X seconds. Every time Tion casts a spell while the target unit is mute, the target unit is dealt 50 damage.

Level 6 Ultimate:
Tintinnabulation

• Buffs Tion for X seconds. While activated, all of Tion's abilities have a 2 second cooldown.

Note: Tion really relies on his 3rd ability. Although his other spells are great for harassing, he truly shines when he has a lot of units muted from Confabulation and he's spamming the rest of his spells.

All cooldowns except for Tintinnabulation should be around 10 seconds.
Tintinnabulation should be have a short cooldown for an ultimate. Somewhere around 45 seconds.
Low mana pool should make up for his damage potential.

A Tion? More than one?

Uh, hard to judge the ult without given CD's to begin with.

Osciliation seems a little random. Overall makes a nice support hero I suppose?
