Story:
The Argon Inquisition is feared in every city, town and hovel in the known world for its ruthlessness. Most secret among the Inquisition, the Operatif Inquis sect is also the most brutal, dispatched only in the most dire circumstances. The war with the Bane had dragged on for far too long now without victory in sight. Vlad Weiss, head of the Operatif Inquis journeyed to the Desert of Exile himself. His task - sieze control of the situation and bring terrible suffering and woe to any fool who dared oppose the Inquisition.


Level 1 Skill:
Confession

• AoE Indicator, Allied/Enemy.
  Reduces the duration of all conditions on all units in the target area to X seconds.

Level 1 Skill:
Blasphemy

• Target Unit, Enemy.
  Splits a condition on the target, replacing 50% of the duration of a condition with Mute.

Level 1 Skill:
Torment

• Passive.
  Attacks cause Bleed for X seconds.

Level 6 Ultimate:
Aura of Penance

• Activated Passive.
  Nearby enemies take X damage every time they lose a condition.

OK, so this hero is meant to counter some of the newer heroes (eg Dagurnott) that benefit from having conditions on them. Model is up for debate; it's the only one I could find that sort of fits the hero, at least it's not the Archmage

His ulti could be better, makes it deals AoE damage whenever a condition ends. (in either friendly or enemy units)

So you can get benefits for removing friendly conditions, and plus friendly synergy with Victor as well.
