[Bug] Consuming Flames

I'm almost certain that Dis' Consuming Flames doesn't consider Burn as a condition to steal life. I've tested it several times, always with the same result.

What was your testing method? Perhaps the flaw lies there

I've spotted this before but forgot to report it.
It really does not consider Burn.
