The only legitimate way I think I'd ever suck it up and do it is with an item that can be destroyed by clicking it or something. Even that's a rather inelegant manner to approach it, but it could work I suppose.

I think that it should show the message to the player when he had a condition for the first time.
Like, if I was muted for the first time, it would show that.
"You are muted: you cannot cast any spell."
Either as a pop-up text (would look silly) or the game message.
EDIT: But that would flood the screen if someone was Sin-of-Wrath'ed without any conditions on him before, dang.

Doubt people will get to level six without being hit with a condition. And unless that's disableable, that'd get very annoying, very quickly.

Huh, I thought it was possible to create a custom loadscreen with all the loading status bars still there.

How did the loading screen works, anyway?
I found an tutorial about it and it didn't make sense. As far as I know, you need one "custom loading screen.mdx" and stuff.

The load screen is also split into four quadrants (correct me if i'm wrong), so you need to make sure you split the image into neat little quadrants before "uploading" it.
Usually its easier to open the original loading screens and editing them and saving them under different names than to simply create one from scratch.

I've heard that doing that corrupts the loading screen (makes use of the same image) for any maps you try to load thereafter, until you restart WC3. Is there any truth to this?

Certain aspects of the loading screen are 'loaded' after the game has already started, thus they will only show properly in the game after the one you want them to show in. However, the actual loading screen itself is loaded prior to map starting, so it does show correctly. I believe that things like the loading bar itself (That LOADING bar), will 'corrupt' as Merlin mentioned, though.

Not for us, who've played the map and understand it well, but for people who're playing it for the first time seeing a condition system, it can be confusing.
Thank god there's only seven.
It's not like you have to use the option if you don't want to anyway ... it's just there for people who're interested in learning how to play the map. If you don't want to use it, don't ... it's that simple.
