Wheel of Plagues cause a bug when used with Rendabi? Magical damage should cause Ruin that causes magical damage which causes Ruin etc.

Dusk used a bit of common sense and made sure it didn't happen?
Or a bit more simple solution: they are applied simultaneously, so it doesn't trigger again, or because it's already applied for that exact length, so it doesn't apply it again.

No, Dusk changed WoP so that it deals damage that pierces all forms of damage reduction, neither magick or physical.

Seta, he's asking why it doesn't create an infinite loop, dealing magical damage which applies ruin, which deals magical damage, which applies ruin, etc. Although it is interesting that it pierces all damage reduction...

If it pierces all damage reduction it's not magic damage. It's a tooltip error, not a spell error. I specifically made WoP deal penetrating damage (Same type as Anick's life steals, untyped as far as the game is concerned, 100% in all cases unless otherwise noted) to avert the infinite loop problem that would have arisen if it were used in conjunction with Rendabi. (I actually discovered it just before release, instantly killing an army of Order soldiers, hence the accidental not checking of the tooltip)
