Okay, so I have begun the judging process today after Gao's motivating topic in how he made pretty .gif files for the wiki. Anyways, generally speaking I will be following a different format than the last contests. I will be focusing primarily on how the hero feels (or would feel) in-game, as opposed to the quality of individual skills. (Though that will play a lesser role)

Marked target is muted, if an allied unit (of target's) is within X range of them, target is unmuted but suffers Y magickal damage per second as well as becoming ruined.

It sounds to me that the target is muted, but if an allied unit is within X range of them, they are not muted and instead suffer Y DPS and get ruined. Weird skill, really. Mute is arguably the most useful part of the spell, so it suffers massively if they are near friends.
