The topic is loitering. It's illegal in some places, and those laws can be enforced.

Personal Opinion: F*cking retarded. People should be allowed to roam on public property if they wish, even if they have no apparent reason for doing so.
Still, it is reasonable to go against it for fear of gang activity, spies, etc.
Although frankly, I can only see things going downhill from here.

My school has a no loitering sign in the quad, people take pictures loitering in front of it. Funneh stoof.

Like, standing around in front of a store and such. I personally believe that if you own the property they're standing on, you can tell them to twink off. But if you're just on the sidewalk in front of their store, you can't do much. Evil glares are good though!

No Loitering laws are stupid, but serve a good purpose. Most theieves who gather in front of the store aren't going to be caught by it though... mostly just teenagers. Perhaps an anti-agitation law that protects store owners from stupid troublemakers for TROUBLE MAKING, not just standing there.

Yes, on public areas there should be no laws restricting the movement, or lack there of, of the people in the area. If the property is owned privately, however, the owner should be able to remove unwanted persons from the area.
